In a meeting of the executive committee (“ExCo”) earlier this week, members decided that it was necessary to exercise its authority under league rule 68 (“ExCo has the power to interpret the meaning of rules and to amend them during the season in the interest of better management of the League”) to amend rule 20 as below:
20. When a team first registers a new player or re-registers a former player, the team must supply the player’s full name as shown on his or her Hong Kong identity card, international passport stamped with a valid entry visa for Hong Kong or Hong Kong Immigration Recognizance Document as well as his or her identity document number. In addition a recent passportsize (identifiable) photo of the player must be submitted when registration takes place, in addition to a copy of the identity document. This registration must be done via the League’s web site and it is the responsibility of the team representatives to keep a printed record of the registration details. In keeping with the amateur nature of the league, no team shall pay players for playing for a team or offer them any form of financial inducement. Any breach of this rule shall be dealt with by the Disciplinary Sub Committee as it sees fit.
Teams who this may affect should note that this decision was not taken lightly and that, with immediate effect, should any team play players who are not registered with a valid:
Hong Kong Identity Card
International Passport with valid visa
Hong Kong Immigration Recognizance Document
will be dealt with as per the ineligible player’s rules in addition to further sanction which could include the team being suspended from the YYL in addition to the management being suspended for a period time similar to previous instances where the deliberate playing of ineligible players has been proved.
Teams should note that this amendment will only have effect up to the end of the current (2011-2012) season. For the amended rule to carry over into the 2012-13 season, the membership of the league would need to vote on this at an EGM or AGM.
Please note that the inspection of identity documents will continue and all players must have original identity documents in accordance with Hong Kong law and league rules.
Furthermore, should any team wish to change any player’s registered name and/or identity document number, they must first apply in writing to the Chairman, Secretary, Webmaster and Divisional Representative giving detailed reasons for the change(s).
The league is in the process of upgrading the website to include a requirement to upload a copy of the identity document as part of the
registration process and this will be a requirement before the end of the season.
