Two-year management ban imposed on Team Manager |

Exco has imposed a two-year management ban on a Team Manager for his part in the Team's failure to field a team with a minimum of eight players, as required under Rule 8. The Manager was already subject to a two-year suspended ban following incidents the previous season and during the close season involving the late payment of fines.
The two-year ban from management was imposed (on a suspended basis) in early September 2015. It was made clear that the suspended ban could be activated if, as a Team Rep and Manager, the person was once again responsible for an infringement of the League Rules.
By not having eight players ready to start a match, the Team were in breach of Rule 8.
Rule 26 makes it clear that it is the responsibility of team management to handle important rule-related matters. In Exco's view, the non-appearance of a team is also the responsibility of team management, and the Manager in question (as one of the two Team Reps) has a personal responsibility for this.
Together with severe disciplinary misconduct and failure to pay League fees, Exco also regards the failure to field a team for a scheduled fixture as a serious infringement of the League Rules. It denies the opposition the chance of a match and potentially distorts the outcome of the overall League championship, promotion or relegation by gifting the opposition three points and three goals that they might not otherwise have earned. The schedule of penalties under the Disciplinary Guidelines, which includes a fine analogous to that for fighting or assault on a League official, backs this view.
Exco has therefore come to the conclusion that it has no alternative but to activate the ban on the individual from being a Team Rep, communicating with other teams as a manager, carrying out team talks / management from the touchline, and other similar managerial / team rep tasks - until 31 August 2017. For the avoidance of doubt, the individual is still eligible to play in the League.
